(DEED) and authorizing the issuance of state bonds for a grant to the Duluth
entertainment and convention center (DECC) authority to design, construct,
furnish and equip renovations to the DECC to include an ice arena, trade show
and concert space, suites, club seats and concessions and locker and training
facilities and accessible and expanded media space
