Regulating name changes by convicted felons without restored civil rights;
requiring and prescribing a procedure for application notice to the prosecuting
authority obtaining the felony conviction, requiring the filing of certain
proofs of service, providing for the filing of objection by prosecuting
authorities in district court under certain conditions to prevent court or
county granting of the name change, time limit, providing for convicted felon
contesting of the objection and establishing a constitutional right to a name
change under certain conditions; requiring convicted felons applying for a
marriage license to provide proof of compliance with the name change procedure;
placing conditions on court issuance of name changes as part of the marriage
license application or marriage dissolution procedures (mk)
