regulation Z; modifying provisions relating to the retail installment contract
to include the amount of consideration the retail seller will receive from any
assignee or buyer; requiring retail sellers to provide prior to the sale or
lease of the motor vehicle, the credit scores of the buyer, specifying form and
content; requiring retail sellers or agents to offer written offers for vehicles
traded in, prohibiting oral offers; specifying written offers terms and
conditions; requiring certain disclosures from motor vehicle sellers relating to
damage or defects, material history, prior use and title brands; requiring a
contract cancellation option; providing for a limitation on action for warranty
claims
