companies; eliminating the limit on deposit fees includable in +charges;
requiring the payment of interest on all deposits, requiring annual +setting at
the same level as a certain rate in existence on U.S. treasury bills;+ requiring
the commissioner of commerce to annually announce the rate of +interest to be
paid on deposits and to eliminate conflicting language in a certain +rule
