Relating to the organization, operation and financing of state government,
appropriating money for transportation purposes

ARTICLE 1 - TRANSPORTATION
APPROPRIATIONS

Providing a summary of appropriations by fund; appropriating
money to the commissioner of transportation (DOT) for multimodal systems
including airport development and assistance, aviation support and services,
transit, freight and infrastructure for state and local roads, for highway debt
service, for electronic communications and for general support and services, to
the metropolitan council for bus transit and the Hiawatha light rail transit
(LRT) line and to the commissioner of public safety for administration and
related services, for public safety officer survivor benefits, for technical
support services, for the state patrol including capitol security, commercial
vehicle enforcement, for driver and vehicle services and for traffic and
pipeline safety; authorizing and providing for general contingent accounts and
for the payment of tort claims

ARTICLE 2 - HIGHWAY BONDS

Appropriating money
to the commissioner of transportation (DOT) and authorizing the issuance of
state bonds for construction, reconstruction and improvement of trunk highways
including certain payments to landowners, authorizing use of certain amounts for
program delivery and to accelerate transit facility improvements on or adjacent
to trunk highways; appropriating money to the commissioner of finance for bond
sale expenses

ARTICLE 3 - TRANSPORTATION FINANCE

Creating a transit
assistance fund; changing the name of the greater Minnesota transit fund and
metropolitan area transit fund to the greater Minnesota transit account and the
metropolitan area account; authorizing the commissioner of transportation to
transfer money from the trunk highway revolving loan account to the trunk
highway fund; modifying the deposit of revenues from the sales tax on motor
vehicle leases; modifying the percentage of motor vehicle sales tax revenues
required to be deposited in the highway user tax distribution and the
metropolitan area and greater Minnesota transit funds; modifying metropolitan
council financial assistance provisions relating to the replacement service
program; repealing the transit assistance program

ARTICLE 4 - PUBLIC SAFETY
DEPARTMENT SERVICES FEES

Modifying provisions relating to motor vehicle
monthly series registration system exceptions; increasing license plate fees;
increasing certificate of title fees; increasing motorized bicycle operator
permit fees; increasing drivers license fees; increasing standby or temporary
custodian fees; imposing a reinstatement fee for theft of gasoline offense;
imposing fees for escort services provide by the state patrol; repealing the
transit assistance program
