develop and begin implementing a plan to reduce ambient air concentrations of
toxic air contaminants exceeding the health risk benchmark as of a certain date,
specifying certain plan content requirements and a deadline, requiring
commissioner periodic reports to the legislature on toxic air contaminant
reduction; requiring the PCA and the department of health to estimate the
increased medical costs likely to result from the presence of toxic air
contaminants in excess of health risk benchmarks and report to the legislature
by a certain date, specifying certain consultation requirements; requiring the
PCA commissioner to annually inform the public about the estimated effects of
climate change on the ecology of various regions of the state (greenhouse gas
