adults; expanding the content requirement for the annual vulnerable adult
maltreatment review panel report to the legislature; requiring copies of public
investigation memoranda to reporters of vulnerable adult maltreatment; expanding
the content requirements for the lead agency investigator education program,
requiring the commissioner of human services to develop protocols for use by
county social service agencies in responding to, assessing and investigating
maltreatment reports, specifying certain protocol requirements and requiring
county agencies to comply with the protocols and to seek appropriate protective
orders to prevent further maltreatment after investigation; requiring county
social service agencies to prepare investigation memoranda for reports alleging
maltreatment, specifying certain memoranda content requirements, data contained
