modifying the categories of coverage, requiring inclusion in the budget of the
estimated cost per category; authorizing the inclusion of certain contingency
amounts; specifying certain additional requirements for health and safety
projects with a certain estimated higher cost; modifying certain health and
safety program plan requirements and authorized revenue uses, prohibiting
certain uses; expanding authorized health, safety and environmental management
costs and requiring the department of education to provide management assistance
to school districts upon request, modifying certain management assistance
