1E Revisor's bill; correcting miscellaneous oversights, inconsistencies,
ambiguities, unintended results and technical errors relating to fiduciary
transactions power of attorney forms; correcting section number references to a
law relating to an appropriation from the forest management investment account,
making a technical correction to a certain prior appropriation to the board of
water and soil resources (BOWSR); making certain technical corrections to the
omnibus energy, natural resources, energy and commerce appropriations bill;
modifying a certain provision relating to the review of heating and cooling
systems in state funded buildings; modifying a certain provision permitting the
return of certain unused drugs and medical devices from county jails; clarify
the availability of an appropriation for the agricultural best management
practices loan program; changing the date for the commissioner of agriculture to
provide and estimate to the Minnesota agricultural fertilizer research and
education council of the costs the commissioner expects to incur in
administering a program to provide grants to research, education and technology
transfer projects related to agricultural fertilizer, soil amendments and plant
amendments; appropriating money to the commissioner of human services for
implementation of programs to address long term homelessness; transferring a
certain appropriation from the commissioner of human services to the
commissioner of health to report to the legislature with recommendations on
establishing a health insurance exchange
