under the ethics in government act; expanding certain reporting requirements
relating to conduit funds and for legislative candidates signing spending limit
agreements; prohibiting the acceptance of certain additional aggregate
contributions by principal campaign committees of legislative candidates
accepting public subsidies; modifying the allocation of money in the state
elections campaign fund to candidates for constitutional office and eliminating
allocations to candidates for the legislature; requiring and providing for state
campaign finance and public disclosure board public subsidies for legislative
candidates filing spending limit agreements and affidavits of contributions with
the board; modifying certain spending limit agreement requirements; eliminating
the income tax checkoff and political contribution refund programs for
