constitutional officers, commissioners and the chief of staff in the office of
the governor; requiring the commissioner of finance to annually determine the
amount of savings to the general fund resulting from elimination of the
insurance and benefits coverage and transfer the amount to the health care
access fund to increase insurance and benefits coverage for persons enrolled in
MinnesotaCare
