Establishing the teacher loan forgiveness program to assist communities with
recruiting and retaining teachers; creating the teacher loan forgiveness program
account, providing an annual appropriation from the account to the commissioner
of children, families and learning to repay loans of students enrolled in
teacher education programs designed to prepare teachers to teach in a teacher
shortage field as determined by the state board of teaching; requiring the
commissioner to adopt implementation rules and to select the school districts
qualifying for loan repayment, duties; specifying school district qualification
and student eligibility requirements; providing for loan forgiveness; imposing a
penalty for failure to fulfill the length of service requirement; modifying the
definition of normal retirement age and the computation of the formula program
retirement annuity under the teachers retirement association (TRA)(mk)
