Prohibiting the commissioner of employee relations (DOER) and insurance carriers
under contract with the state employees group insurance plan (SEGIP) from
considering costs of medical services not under provider control for
classification of primary medical care providers for purposes of establishing
copayment amounts; requiring data used by the commissioner and carriers to be
public and available to SEGIP providers
