Relating to the financing of certain education programs and services; modifying
financial eligibility for child care assistance and providing a payment rate
differential for family child care providers or child care centers with current
early childhood development credentials or accreditation; restoring revenue for
early childhood family education and community education programs; authorizing a
certain adult basic education program expenditure adjustment and modifying the
state total ABE aid formula, requiring aid not paid due to certain program aid
limits to be added to the state total ABE aid for the next fiscal year or
reallocated among programs by adjusting the rate per contact hour; increasing
the program growth factor for special education revenue and excess cost aid
determination purposes and the state total special education and special
education excess cost aids; increasing the general education basic revenue
formula allowance; temporarily suspending certain child care license fees,
requiring the commissioner of human services to use unallocated federal child
care development fund money to reimburse the state and counties for the reduced
child care licensure fee revenue and to set a standard statewide license and
background study fee for family child care providers; imposing a temporary
individual income tax surtax; modifying the child care sliding fee program
parent fee schedule; establishing a temporary adult literacy grant program for
recent immigrants to the state to meet English language needs, requiring the
commissioner of education to consult ABE service providers in establishing the
form and manner of the grant program and to award the grants to organizations
providing adult literacy services to offset additional costs due to
unanticipated high enrollments; appropriating money to the commissioner for
community education, ECFE and ABE aids, for school readiness and head start
programs and for the literacy grants
