Modifying certain provisions relating to the Minnesota state colleges and
universities (MnSCU); removing a certain restriction on the state share of
certain estimated expenditures for instructional services; making optional the
administration fee under the senior citizen higher education program; modifying
the authority of the board of trustees to contract for professional or technical
services, authorizing contracts for consultant services, eliminating the
authority of colleges or universities to enter into the contracts without board
approval, authorizing purchase orders, eliminating a certain consultation
requirement relating to the development of contracting procedures, providing for
educational professional or technical services contracts for instructional
services, authorizing the board to enter into lease, rental and installment
purchase agreements and intergovernmental contracts when required by a federal
agency and to contract for purchases with suppliers with federal agency price
schedules; providing for tuition refunds for certain students entering military
service; deleting certain obsolete references; repealing certain planning
physical space consideration and reporting requirements(mk)
