Requiring the amateur sports commission to develop a plan to stimulate the
development of new facilities for soccer and other amateur athletic activities
throughout the state and the submission of proposals for grants to assist with
the development of the facilities; specifying certain plan content and public
meeting requirements and grant parameters; requiring the commission to annually
establish an application date; specifying certain grant limits and authorized
uses; requiring grant awards to be documented and governed by agreements between
the commission and the local government units receiving the awards; authorizing
and providing for counties to issue general obligations to finance the
acquisition and construction of qualified amateur athletic facilities to be used
for youth athletic activities under certain conditions (ra)
