private paying residents a rate higher than the allowable medical +assistance
(MA) payment rate plus certain adjustments, increasing the allowable +private
pay rate in stages; authorizing the charging of separate rates for +special
services after expiration of the separate private pay rates, +requiring the
availability of special services to all residents; requiring the +acceptance of
medical assistance payments as payment in full for continued stay; +modifying
