Regulating lottery services businesses, defining lottery service +business;
requiring and providing for annual registration with the commissioner+ of public
safety, specifying certain attestation requirements relating to +disqualifying
offenses; requiring the commissioner to establish a registration fee +by rule;
authorizing the director of the department division of alcohol and +gambling
enforcement to investigation applicants for registration to determine compliance
with the attestation requirements, authorizing a fee; +authorizing the
commissioner to revoke registrations under certain conditions, +requiring a
notice of intent and the opportunity for public hearing on the +revocation;
granting the commissioner certain cease and desist order issuance +authority;
requiring certain statements on print advertising; specifying certain prohibited
activities; requiring lottery service businesses to +deposit money received as
winnings from lottery tickets bought for or on behalf of +customers or
subscribers into a lottery prize account to be maintained +separately from other
business accounts, restricting use of money in the account; +requiring
transmission of unclaimed prizes to the commissioner for deposit in +the general
