the teachers retirement association by a certain person with prior employment
covered by the public employees retirement association (PERA) and currently
employed by north Hennepin community college with coverage under the higher
education individual retirement account plan and not receiving an offer of
election of TRA coverage; providing for election of TRA retroactive coverage by
the eligibile person in lieu of coverage by the IRA plan, specifying certain
contribution requirements
