2E Relating to human services; modifying continuing care provisions; changing a
nursing home biennial legislative report due date; modifying the long term care
facility definition to include licensed or registered residential settings
providing home care services; requiring counties providing long term care
consultation services and home and community based services to provide office
telephone numbers and addresses; including hospice bill of rights under
prohibition against discrimination or retaliation protection; authorizing the
board on aging to conduct electronic meetings; making clarifying changes for
personal care assistant services definitions, specifying personal care assistant
training requirements, personal care provider responsibilities, employment
prohibitions and supervision; modifying long term care consultation services for
assessment and support planning, exemptions and emergency, payment withholding
and reimbursements; modifying alternative care program nonmedical assistance
recipients eligibility, restricting county use of funds to exclude copayments,
deductibles and premiums; modifying case management services under medicaid
waiver for elderly services, removing a requirement for the commissioner to
modify the federal waiver, placing cost limits for elderly waiver applicants
residing in nursing facilities under the case mix implementation system,
specifying a conversion rate for nursing home to elderly waiver with consumer
directed community support services, changing the assisted living service rate
to the customized living service rate and specifying payment agreement
requirements; changing county agency to lead agency; modifying nursing facility
cost and statistical data audit requirements; repealing a board on aging
reporting requirement on recommendations for local ombudsman funding
methods
