Exempting department of human services state operated services office unmarked
vehicles used for general investigation purposes from tax and fees requirements;
providing for persons introducing intoxicating, alcoholic or malt beverages to a
state operated secure treatment facility to be guilty of a felony, prescribing
penalties; eliminating the requirement for firearms background check information
to be transferred electronically from the department of human services through
the Minnesota crime information system; imposing penalties for use of deadly
force against an employee of a secure treatment facility; modifying consecutive
sentencing procedures for assaults committed by state prison inmates and sex
offender patients within a secure treatment facility; modifying the definition
of vulnerable adult
