Requiring and providing for the commissioner of health to work with local public
health departments to develop a public health information network consistent
with the recommendations, goals and strategies of the Minnesota public health
network report to the legislature and the e-health initiative; requiring the
commissioner to work with the commissioner of human services to determine ways
to access and use clinical billing data from the medical assistance (MA)
performance data reporting unit (warehouse) to assist with population health
needs assessments and targeted prevention efforts, requiring the commissioner of
health to incorporate findings into the development of the network and the
e-health initiative, authorizing contracts
