ARTICLE 1 - FEDERAL
CONFORMITY

Making certain federal conformity amendments to certain provisions
governing effect on employer of unemployment benefits paid limitation on
exceptions, unemployment benefits overpayment because of fraud, and employer
misconduct administrative penalties

ARTICLE 2 - POLICY

Making certain
policy amendments to certain provisions governing crediting of certain penalties
and interests, employers taxes experience rating history transfer and tax rate
for new employers, applicant deductible earnings for eligibility purposes,
cancellation of overpayments, and employer agreements prohibition

ARTICLE 3 -
HOUSEKEEPING

Clarifying certain definitions and making technical and
housekeeping amendments to certain provisions governing employer registration
and wage detail reports, unemployment benefits paid from state funds, benefit
account requirements, educational institution athletes and coaches eligibility
requirements, employment discharge, appeals by electronic transmission, extended
unemployment benefits definitions for purposes of the Minnesota unemployment
insurance law, and overpayments court and collection fees; revisor's
instruction; repealing certain rules relating to determining worker status;
effective date
