Establishing a procedure for farmers to retain seeds from genetically modified
agricultural crops for planting in subsequent crop years; requiring the
commissioner of agriculture to designate a public or private organization or
entity as the state seed reservation office and to monitor activities of the
office, authorizing annual renewal or changing of the designation; requiring the
office after consultation with the commissioner to establish reasonable fees for
provided services, authorizing periodic adjustment with the approval of the
commissioner; providing for submittal of completed reservation applications to
the office with the required fee, specifying certain application content
requirements; requiring subsequent office notice of reservations to seed
companies, retailers and farmers; prescribing a penalty for farmer sale of
reserved seed to another party for planting; authorizing the sale of reserved
seed in the commodity grain market a certain number of years after original
reservation application submittal
