Appropriating money to the board of water and soil resources (BOWSR) to acquire wetland banking credits, land and related services to replace wetlands drained or filled as a result of the repair, maintenance or rehabilitation of existing public roads and for implementation costs; requiring cost reasonableness and authorizing the board to enter into agreements with the federal government, other state agencies, local government units and nonprofit organizations or fee owners to acquire land and restore or create wetlands or acquire existing wetland banking credits; authorizing the replacement of wetlands through designation of eligible replacement credits resulting from wetlands restored under the conservation reserve program under certain cost payment conditions (ra)
