to be appointed by the governor; transferring the responsibilities relating to
the taking of wild animals from the commissioner of natural resources (DNR) to
the commissioner of game and fish; granting the commissioner certain rulemaking
authority; requiring the revisor of statutes to prepare a bill for introduction
to the legislature by a certain date making conforming changes and specifying
