Authorizing the commissioner of corrections to transfer certain criminal
offenders to county or regional jails to prepare the offenders for reintegration
into the community, requiring the commissioner to pay the counties incarcerating
the offenders for incarceration costs; authorizing sheriffs to electronically
monitor offenders sentenced to work release in lieu of confinement in jail
between times of employment and to assess the offenders for the cost of the
monitoring, excluding offenders sentenced for domestic assault from monitoring
eligibility
