Requiring and providing for commissioner of human services medical assistance
(MA) payment rate increases for certain nursing facilities, intermediate care
facilities for persons with mental retardation and related conditions (ICF/MR)
and certain other continuing or long term care providers, requiring use of a
certain portion of the adjustments to increase employee salaries and benefits
and certain associated costs, requiring reports to the commissioner on use of
the additional funding; modifying the definition of foreign operating
corporation for corporate franchise tax purposes and eliminating the subtraction
for royalties or fees received from foreign corporations and the exclusion of
certain wages from the allocation requirement; excluding certain intangible
income from the deemed dividend deduction for foreign operating corporation
income under the unitary business principle
