E Relating to the state lottery; granting the director an expense + allowance;
requiring the director to serve at the pleasure of the governor, +eliminating a
certain qualification requirement; requiring the director to prepare +and submit
biennial budget plans to the commissioner of finance and the governor+ to
recommend the maximum amount available for the lottery in the budget,+ requiring
the maximum amount available to the lottery for operating and capital
expenditures to be determined by law; modifying the testimony +required of the
director upon appearing before the legislature; expanding the annual +director
report content requirements to capital expenditures; creating a +temporary
lottery organization task force to study and make recommendations +relating to
the future organization and profitability of the lottery, specifying +certain
task force membership requirements and duties, requiring a report to +the
legislature and governor by a certain date; reducing the operating +budget of
the lottery for fiscal years 2004 and 2005 and eliminating the +requirement to
transfer certain percentages to the general and environment and +natural
resources trust funds; repealing the provision providing for removal +of the
