Authorizing the commissioner of revenue to enter into agreements with the
governing bodies of Indian tribes relating to petroleum tank cleanup and
inspection fees; authorizing the agreements to provide for the refund or sharing
of fees paid by distributors; requiring heads of governmental entities
administering programs funded by the fees to sign agreements entered into by the
commissioner for validity purposes (rla)
