Relating to controlled substance crimes; requiring the court to order+ persons
convicted of manufacturing or attempting to manufacture controlled +substances
or of illegal activities involving precursor substances requiring an +emergency
response to pay restitution to the public entities participating in +the
response to cover response costs, authorizing the court to reduce the+ amount of
restitution under indigency conditions; creating certain new +controlled
substance crimes involving children and vulnerable adults; defining +certain
terms, imposing a criminal penalty for violation and providing for +multiple or
consecutive sentences; specifying certain child custody, reporting +and notice
requirements of peace officers in crime situations involving children+ and
providing for placement or release of children taken into custody; +specifying
certain vulnerable adult abuse reporting requirements of peace +officers in
controlled substance crime situations involving vulnerable adults and+ certain
investigation duties of law enforcement agencies and certain +protective
services requirements of county social service agencies; creating the
methamphetamine awareness and educational account in the special +revenue fund
and appropriating money in the account to the commissioner of public +safety for
educational initiatives relating to the dangers of methamphetamines +and
