Relating to state government; requiring the commissioner of administration in
partnership with higher education institutions to develop and implement a
comprehensive assessment of public access to internet based governmental
information and applications and the availability of internet access for
citizens to perform other internet based activities promoting self sufficiency
and civic participation, specifying certain assessment component requirements;
establishing an e-government access advisory committee to design and implement
the assessment, specifying committee membership requirements and requiring a
report and recommendations to the governor and the legislature by a certain
date
