Requiring the commissioner of agriculture in consultation with the commissioners
of health, natural resources (DNR), public safety and the pollution control
(PCA) to study, develop and make recommendations relating to the use of an
additive to anhydrous ammonia sold as agricultural fertilizer to inhibit or
prevent illicit use in the manufacture of the drug methamphetamine, specifying
certain study requirements and requiring a report to the governor and
legislature by a certain date
