ARTICLE 1 - AGRICULTURE
APPROPRIATIONS

Appropriating money to the department of agriculture for
protection services, agricultural marketing and development, bioenergy and
value-added agriculture, administration and financial assistance; appropriating
money to the board of animal health,and the agricultural utilization research
institute

ARTICLE 2 - AGRICULTURE STATUTORY CHANGES

Providing pilot urban
agriculture development grants; modifying pest and phytosanitary certificate
provisions; defining certain terms; "Industrial Hemp Development Act"; defining
terms, allowing an industrial hemp pilot program, authorizing possession as an
agricultural crop, providing for licensing, reporting, rulemaking, fees, and an
affirmative defense for marijuana possession; modifying seed provisions;
providing a food handler licensing exemption for cottage foods, requiring
registration, and creating a cottage foods account; providing advanced biofuel
production, renewable chemical production, and biomass thermal production
incentive payments for certain facilities, requiring reporting; creating the
agriculture research, education, extension, and technology transfer grant
program and creating a fund; establishing a rural finance authority (RFA)
administrative account and making conforming changes; establishing the farm
opportunity loan program and making conforming changes; requiring the
commissioner of agriculture to coordinate a pilot program to train inmates for
careers as butchers; providing balance transfers; requiring a livestock study;
repealing the shared savings loan program, certain food handler licensing
exclusions, and the agricultural growth, research, and innovation program
sunset

ARTICLE 3 - ENVIRONMENT AND NATURAL RESOURCES
APPROPRIATIONS

Appropriating money to the pollution control agency (PCA) for
clean water and air, land cleanup and for environmental assistance and
cross-media; appropriating money to the department of natural resources (DNR)
for land and mineral resources management, ecological and water resources,
forest management, parks and trails management, fish and wildlife management,
certain enforcement provisions and operations support; appropriating money to
the board of water and soil resources (BWSR) for natural resource block grants
to local government, soil and water general purposes, certain cost-share
programs, enforcement and oversight of the wetland conservation act, local
drainage,
floodplain, and water management purposes; appropriating money to the
metropolitan council for regional parks and trails operation and maintenance
purposes; appropriating money to Conservation Corps Minnesota, the zoological
board, and the science museum; providing for certain transfers

ARTICLE 4 -
ENVIRONMENT AND NATURAL RESOURCES STATUTORY CHANGES

Specifying data treatment
of priority chemical trade secret information; creating the natural resources
conservation easement stewardship account; clarifying snowmobile nontrail use
registration requirements and all-terrain vehicle (ATV) definitions; requiring
aquatic invasive species affirmation for watercraft and fishing licenses and
providing a penalty for failure; designating the Mississippi Blufflands trail in
Goodhue and Wabasha counties; increasing state park permit fees; adding Shell
Rock to water trails marked; adding skeet and archery to shooting sports
facility grants; increasing the timber auction bid increase excess; reducing the
timber permit extension interest rate; extinguishing the school trust interest
in school trust lands where long-term economic return is prohibited by
designation or policy while producing economic benefits for Minnesota public
schools; modifying rule application for mine waste disposal; allowing senior
citizen residents over a certain age to take deer of either sex; requiring
nonresident fishing licenses to include an aquatic invasive species affirmation;
modifying BWSR wetland requirements and procedure; modifying county waste
reduction and recycling funding; regulating chemicals of high concern in
children's products and requiring manufacturer reporting, prescribing fees and
enforcement, requiring education and outreach; requiring a wetland conservation
report; authorizing youth bear license youth refunds; clarifying wild rice water
quality and Red River of the North water quality standards applications;
requiring BWSR to develop a working lands watershed restoration implementation
plan; requiring the PCA to issue a request for a cost analysis of water quality
standards; repealing the forests for the future conservation easement account,
the aquatic invasive species trailer decal, and certain prior enacted laws;
requiring an independent peer review and a cost analysis of water quality
standards; providing for the sale of surplus school trust lands

ARTICLE 5 -
JOBS ECONOMIC DEVELOPMENT, AND HOUSING APPROPRIATIONS

Appropriating money to
the department of employment and economic development (DEED) for business and
community development, workforce development, general support services, the
Minnesota trade office, vocational rehabilitation, services for the blind, and
broadband development; appropriating money to the housing finance agency (HFA)
for the challenge program, the housing trust fund, rental assistance for
mentally ill, family homeless prevention, the home ownership assistance and the
affordable rental investment funds, housing rehabilitation, homeownership
education, counseling, and training, capacity building grants, and explore
Minnesota Tourism; appropriating money to the department of labor and industry
for workers compensation, labor standards and apprenticeship, and workplace
safety; appropriating money to the bureau of mediation services and the workers'
compensation court of appeals; appropriating money to the department of commerce
for the petroleum tank release compensation board; appropriating money to the
public utilities commission (PUC); requiring the commissioner of DEED to grant
certain unspent amounts from the Minnesota minerals 21st century fund for legal
fees

ARTICLE 6 - DEPARTMENT OF LABOR AND INDUSTRY

Prohibiting mandatory
fire sprinkler installation; changing department of labor and industry license,
renewal, and reinstatement fees; requiring the commissioner to regularly review
new model building codes and requiring public copies, requiring electronic
publication; modifying boiler inspections; modifying combative sports
provisions

ARTICLE 7 - DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT


Establishing and providing for a workforce housing grants program;
appropriating money in the greater Minnesota business expansion administration
account to the commissioner; providing for rural career counseling
coordinators; requiring the Minnesota film and TV board to develop certain grant
agreements; modifying unemployment insurance; exempting employees from court
subpoena for vocational rehabilitation matters; authorizing the Olmsted county
board to serve as the county housing and redevelopment authority and requiring
provision for necessary
additional members for federal compliance; requiring
reporting on a statewide insurance program providing paid family and medical
leave; providing special unemployment benefit assistance; requiring day training
and habilitation grant program development; establishing a "getting to work"
grant program

ARTICLE 8 - DEPARTMENT OF COMMERCE

Modifying the guaranteed
energy-savings program funding and creating a platform account; modifying
supervisory colleges; creating a MNvest issuer registration exemption for
securities; modifying petroleum tank release cleanup reimbursement, the
innovation energy project stating and permitting, and collection agency
definitions; extending an assigned risk transfer appropriation; providing for a
public utility solar project and a propane prepurchase program operation study;
establishing a task force on no-fault auto insurance issues; providing for rate
options and terms under a competitive rate schedule for energy-intensive
trade-exposed (EITE) electric utility customers;

ARTICLE 9 - IRON RANGE
RESOURCES

Clarifying definitions; modifying minerals tax use and iron range
and resources board (IRRB) commissioner authority; changing the taconite area
environmental protection fund to taconite area economic development fund;
changing the taconite economic development fund to the mining reinvestment fund;
specifying amount to be used for the Mesabi Range College iron range engineering
program; modifying money use and funds expenditures; repealing the Douglas J.
Johnson economic protection trust fund act long-range plan

BUREAU OF MEDIATION SERVICES

Modifying personnel data access by labor
organizations; classifying public employment relations board data; requiring
labor-management stakeholder coordination by the commissioner of mediation
services; exempting the public employment relations board from open meeting
law
