"Minnesota Health Plan"

ARTICLE 1 - MINNESOTA HEALTH PLAN

Establishing the
Minnesota Health Plan to guarantee all medically necessary health care services
availability and affordability for state residents; defining certain terms;
specifying purpose and health plan requirements

ARTICLE 2 -
ELIGIBILITY

Specifying certain eligibility requirements, enrollment and
identification procedures, classifying data

ARTICLE 3 - BENEFITS

Allowing
eligible individuals to choose to receive services from any
participating
provider; providing certain covered health care benefits;
specifying certain exclusions; providing for patient care

ARTICLE 4 -
FUNDING

Creating the Minnesota health fund to implement the plan and receive
premiums and other sources of revenue; specifying certain administrative duties
of the Minnesota
health board; providing certain regulations for revenue
sources, requesting a
1332 waiver; requiring a report on established premium
structures; subrogation
provision

ARTICLE 5 - PAYMENTS

Providing
regulations for licensed health care providers payments

ARTICLE 6 -
GOVERNANCE

Creating the Minnesota health board, specifying certain duties and
membership requirements; establishing a metropolitan health planning region
consisting of the
seven-county metropolitan area, specifying certain duties and
membership requirements for the regional health planning boards; creating the
office of health quality and planning to access the quality, access and funding
adequacy of the Minnesota Health Plan; specifying certain ethics and conflict of
interest compliance requirements and requiring the establishment of a conflict
of interest committee; creating the ombudsman office for patient advocacy to
represent the interests of the consumers of health care; establishing a
grievance system for complaints; providing for an auditor general for
health
care fraud and abuse within the office of the legislative auditor;
specifying certain rulemaking policies and procedures
