3E Providing for the financing of higher education and related
purposes

ARTICLE 1 - HIGHER EDUCATION APPROPRIATIONS

Appropriating money
to the office of higher education for state grants, safety officer survivors,
child care grants, state work-study grants, achieve scholarship program, Indian
scholarships, TEACH program, intervention for college attendance program grants,
Midwest higher education compact, Power of You program, technical and community
college emergency grants, veterinary loan forgiveness, united family medicine
residency program, interstate tuition reciprocity, Minnesota college savings
plan, MnLINK Gateway and Minitex, student and parent information, Get Ready
outreach program, Minnesota minority education partnership grant, TANF work
study and specifying waiver and agency administration, specifying assistance for
small institutions accreditation requirements, to the board of trustees of the
Minnesota state colleges and university (MnSCU) and specifying federal funds use
(American Reinvestment and Recovery Act of 2009 (ARRA), limiting tuition
increases, for central office and shared services unit, for operations and
maintenance, for the Cook county higher education board, Northeast Minnesota
higher education district, eFolio enhancements, Learning Network of Minnesota
and human resources system improvements, to the University of Minnesota board of
regents for operations and maintenance, a new scholarship, Ojibwe and Dakota
language programs, veterinary diagnostic laboratory, a Minnesota wildlife
rehabilitation grant, for primary care education initiatives, specifying federal
funds use, provides tuition increase cap for resident undergraduate students,
for special appropriations for agriculture and extension services, health

requiring or providing for certain fund transfers

ARTICLE 2 - RELATED HIGHER
EDUCATION PROVISIONS

Modifying state financial aid programs, the process for
choosing the governing boards of public higher education system and other higher
education policy provisions; creating course equivalency guides through public
postsecondary educational institutions for military coursework and occupational
training; requiring public and private postsecondary educational institutions to
give notice to prospective students to investigate the potential effects of a
criminal conviction on future employment in a field of study, specifying
institutional liability immunity for failure to give notice; modifying office of
higher education (OHE) textbook publishers information responsibilities;
requiring college bookstores to sell Amercian made clothing, report requirement;
encouraging higher education systems and other higher education institutions to
establish research-based high school-to-college developmental transition
programs to prepare students for college, specifying certain program
requirements, requiring an evaluation for participating programs with a working
group to develop methods and timelines for data collection and analysis of
program effectiveness, requiring report to the legislature for improving
academic performance of participating students; eliminating OHE responsibility
for the Learning Network funded under MnSCU; defining resident of the state for
reciprocal agreement purposes, establishing a statutory appeals process for
resident status, extending the time period for postsecondary institutions
accreditation requirement to participate in the state grant program; stating the
financial aid policy of Minnesota promise for higher education low-income
students, requiring OHE to prepare and distribute materials; modifying award
requirements for the state grant program; providing a onetime grant for the high
school-to-college developmental transition program; specifying certain
postsecondary institutions policy and procedures implementation requirements for
federal student aid (FAFSA) forms application awareness and requiring report to
the legislature on policies adopted; modifying certain achieve scholarship
program provisions, providing an additional award for online court completion,
specifying a student investment requirement; providing for a SELF loan revenue
bonds annual certificate of need, requiring OHE to annually certify needed
amounts to governor; establishing the large animal veterinarian loan forgiveness
program; modifying certain planning information requirements for postsecondary
education; modifying MnSCU board of trustee nomination and election
requirements, prohibiting state agency commissioners from serving on the board,
specifying certain candidate recommendations reporting requirements; requiring
the MnSCU board to use labor market data in reviews of college programs and to
provide job placement rates to prospective students of an occupational or
technical program; authorizing the board of regents to establish a middle income
scholarship for certain students not eligible for the federal PELL grant;
limiting the number of terms to be served by the university of Minnesota regent
candidate advisory council members; modifying meeting requirements of the regent
nomination joint committee; authorizing state appropriations to the university
of Minnesota to be made in monthly payments; increasing the eligibility period
for the postsecondary peace officers survivor grant award; regulating liquor
licenses issued to the board of regents for a stadium or area facility;
requiring the OHE to report to the legislature on federal textbook information
requirements; specifying achieve scholarship awards for eligible students prior
to a certain date; requiring OHE and the department of education to report to
the legislature on best practices in teacher education programs; creating the
fiscal stabilization account in the state treasury for deposit of federal funds
received through the ARRA, authorizing the commissioner of finance to designate
a primary payee for each state fiscal stabilization award; providing for the
appropriation of money from the sale of the aviation training center in Winona
operated by Minnesota state college southeast technical for a capital project;
requiring the board of trustees of MnSCU to establish Power of You pilot

Minnesota state colleges and universities; repealing certain achieve scholarship
program provisions relating to documentation of qualifying household income,
availability of scholarship funds and disbursement of scholarships

- DENTAL THERAPISTS

Establishing licensure and practice limitations for
dental therapists and advanced dental therapists; prescribing and defining scope
of practice, specifying education, supervision and recordkeeping requirements;
defining dental therapist, advanced dental therapist, resident dental providers,
and the practice of dental therapy; modifying certain provisions providing for
the licensure of dental occupations; prescribing certain licensure, registration
and renewal certification fees; establishing certain practice limitations, rules
and qualifications for licensure; requiring a written collaborative management
agreement with a licensed dentist; requiring the board of dentistry to evaluate
the impact of the use of dental therapists on the delivery of and access to
dental services and to develop an evaluation process, requiring report to the
legislature by a certain date; repealing the oral health practitioner
provision
