Requiring and providing for the licensing and regulation of +outpatient surgical
centers and diagnostic imaging facilities by the commissioner of +health,
defining diagnostic imaging facility and outpatient surgical center; authorizing
the commissioner to approve applications for initial +licensure of outpatient
surgical centers or diagnostic imaging facilities upon +determination of public
interest in a prelicensure review, prescribing the review +and determination
process; requiring and providing for disclosure of +certain financial interests
by health care providers upon referral of +patients to certain facilities,
patient signature requirement; requiring the +posting of a notice of the
financial interest in the patient reception area or +waiting room, defining
financial interest; prescribing a less frequent inspection +schedule for
diagnostic imaging facilities; specifying certain reporting and +rate disclosure
requirements; including diagnostic imaging facilities in +certain duties of the
commissioner relating to hospitals and outpatient +surgical centers; expanding
the grounds for discipline by the board of medical+ practice to failure to
provide notice of financial or economic interest; +requiring outpatient surgical
center and diagnostic imaging facility +participation in the medical assistance
(MA), general assistance medical care (GAMC) and MinnesotaCare programs to
provide health insurance plans and programs+ for state or public employees;
