in collaboration with the criminal and juvenile information task +force to
prepare a CriMNet local user (city, county) implementation plan by a +certain
date, specifying certain implementation phase and content +requirements and a
deadline, requiring plan submission to the legislature; requiring the+ charging
of a participation fee to be deposited in the CriMNet debt service +account,
amounts to be determined by the task force on a sliding fee basis to +pay for
debt service on revenue bonds, specifying certain duties of the +commissioners
of revenue and public safety; requiring assistance and advice from a +local user
technical panel comprised of certain information technology +specialists;
creating a CriMNet local user account for deposit of remaining fee +proceeds;
requiring the development of regional hubs, local users to be +responsible for
ongoing maintenance of connectivity and access; appropriating money +from the
