Modifying the landfill cleanup program; modifying and expanding the definition
of qualified facility under the program; expanding certain program requirements
relating to qualified facilities; extending the deadline for applications for
exclusion from the program for certain qualified facilities; requiring the
deposit of revenue from the sale, lease or transfer of property acquired under
the program in the solid waste fund and expanding authorized fund uses;
establishing the closed landfill contingency action trust fund, providing for
transfer of certain amounts of money from the solid waste fund to the trust fund
and restricting use to construction work or contingency actions at qualified
facilities, requiring management of the fund by the state board of investment;
defining qualified facility for certain settlement purposes, requiring amounts
received by the state in settlement of natural resource damages to be
transferred from the solid waste fund to the environmental response,
compensation and compliance account (superfund) in the environmental fund;
repealing certain local fee and accounting requirements, certain recordkeeping
and reporting requirements of owners or operators of solid waste facilities,
certain reporting requirements of the commissioner of the pollution control
agency (PCA) and the use of money in the metropolitan landfill contingency
action fund by the commissioner of health for water supply monitoring and health
assessments in the metropolitan area (mk)
