education district to provide staff development and on site assistance to
district and charter public schools interested in identifying children with
learning disabilities as provided in the federal individuals with disabilities
education and improvement act of 2004 (IDEIA); requiring the education district
to collaborate with the university of Minnesota and special school district #1,
Minneapolis to provide the assistance
