2E Relating to agriculture

ARTICLE 1 - AGRICULTURE POLICY

Modifying
certain provisions relating to nonagricultural waste pesticides disposal,
indemnification of a local unit of government in a waste pesticide collection
program, and agricultural pesticide dealer sales invoices; modifying certain
plant protection and certification or permit provisions; expanding certain
nursery stock provisions; clarifying inspection and enforcement duties of the
commissioner; clarifying certain labeling requirements for vegetable and flower
seeds; modifying certain food analysis duties; modifying livestock quarantine
zone requirements; modifying the timeline for the agricultural land preservation
program report; authorizing cost share grants for the installation of biofuel
blender pumps under the agricultural growth, research, and innovation (AGRI)
program, extending the expiration date; modifying certain grain buyers and grain
storage provisions; modifying certain firewood bulk sales delivery ticket and
package information requirements of the weights and measures division; extending
the deadline for biodiesel minimum content requirement exceptions and requiring
study of the need to continue the exceptions; delaying the effective date for
the wind easements limitations elimination; requiring the NextGen Energy board
to report on biofuels blending with gasoline or other energy sources; repealing
the grain inspection, weighing, sampling and analysis act and certain provisions
relating to wholesale produce dealers, grain buyer and grain storage, public
warehouse terminals, grain storage on farms, grain supervision, grain banks, and
seed and feed loans

ARTICLE 2 - FOOD ENFORCEMENT

Modifying food safety
regulations administered by the department of agriculture and providing for
enforcement; recodifying certain food safety definitions; specifying certain
criteria for food oversight duties; providing exclusions for certain perishable
foods; defining food adulteration and food misbranding; authorizing the
commissioner of agriculture to carry out enforcement duties and specifying
certain inspection powers of the commissioner; providing regulations for
enforcement, false statement or records, administrative actions and penalties,
appeal of administrative action or penalty, civil and criminal penalties, and
embargo, seizure and condemnations; specifying certain powers of the
commissioner; imposing penalties for violations; making certain technical and
conforming changes; repealing certain obsolete provisions
