adjustment of the minimum wage rate to reflect inflation, prohibiting the
legislature from lowering the minimum wage rate or expanding the definition of a
small employer for minimum wage purposes, authorizing increases in the rate or
expansion of the definition of large employer; requiring employer payment of the
adjusted wage rates; specifying certain wage rate adjustment calculation
requirements of the commissioner of labor and industry
