an affirmative defense; expanding secretary of state access to data to include
department of corrections data on persons on probation for felony offenses
resulting in loss of civil rights; requiring secretary of state notification to
individuals on probation for felony offenses; modifying investigation and
prosecution procedure; requiring the commissioner of corrections to provide the
secretary of state with a list of names and addresses of correctional
facilities; designating signature on roster as prima facie evidence; requiring
notification of adult felons on probation supervision of loss of voting
rights
