accounts for deposit of funds received at closing under certain conditions,

duties of commissioner of finance relating to the disposition of the trust funds
and interest; requiring report to legislature; appropriating money to supreme
court for civil legal services and housing court services and to commissioner of
public safety for grants to nonprofit organizations to promote safety in homes
