Relating to natural resources; providing for disposition of receipts to
the
parks and trails fund; requiring the use of funds to support state parks
and trails and metropolitan regional parks and trails; specifying distribution,
specifying eligibility, matching requirement, administration, equitable
distribution and funding priorities; establishing a statewide comprehensive
parks and trails framework and system inventory; requiring the University of
Minnesota Center for Changing Landscapes to create a long-range framework for an
integrated statewide parks and trails system, requiring a legislative report;
appropriating money to university of Minnesota board of regents, commissioner of
natural resources (DNR) and the metropolitan council
(rt)
