E Requiring and providing for commissioner of health grants to hospitals or
existing networks for the establishment and maintenance of a Minnesota
telemedicine network as an open interoperable linkage between hospitals,
specifying a certain grant preference; requiring the commissioner in
consultation with the office of technology to adopt internationally approved
standards for operation of the network for use by the grantees, specifying
certain standards requirements; requiring grantees to commit to cooperating with
other hospitals on the network to enable access by patients; authorizing the
commissioner to establish an advisory council to assist in awarding the grants
and establishing and monitoring the network (ra, ja)
