teachers to be licensed both as a vocational secondary teacher and as a peace
officer; authorizing the board of teaching to authorize school districts to hire
persons without a valid vocational teacher license enrolled in and attending a
secondary vocational teacher preparation program, specifying a time limit for
completion of the program
