Requiring and providing for the commissioner of public safety to consult with
state and federal law enforcement agencies to establish, implement and
administer a system for peace officers to quickly determine the status of
identity theft victims as invalid criminal suspects; specifying certain duties
of the commissioner in establishing the system and requiring the adoption of
implementation rules by a certain date
