Providing for lottery gaming machines; defining certain terms; +authorizing and
providing for the director of the state lottery to contract with a +tribal
entity for placement of the machines at a site located in the +metropolitan
area determined by the director and an advisory board to maximize +revenues from
gaming facility operations, requiring consent of the city selected; +requiring
certain contracts for location selection purposes, requiring an +analysis of the
economic effect of the facility on existing tribal gaming operations +and
specifying certain contract duration and negotiation requirements; +specifying
certain gaming machines location restrictions; requiring revenue +sharing;
requiring and providing for operation and control of the gaming +machines by the
director; authorizing and providing for the director to enter into +gaming
facility contracts for construction and subsequent repair and +maintenance of
the facility, specifying certain employee hiring responsibilities and+ duties
and authorizing background investigation and licensing of employees; +requiring
gaming machines to meet certain specifications; requiring the +director to
specify the games to be placed on and to examine prototypes of the +machines;
providing for examination and testing of the machines and for the +awarding of
prizes; prohibiting play by minors; requiring the director to post in+ the area
of machines location the toll free telephone number for compulsive +gambling
program services and to establish a proactive plan to identify +problem
gamblers; prohibiting local licensing or regulation; requiring the +commissioner
of public safety to issue an on-sale intoxicating liquor license to +the
facility for the sale of alcoholic beverages; authorizing blackjack +and certain
other card games at the facility, authorizing the director of the +alcohol and
gambling enforcement division to regulate the conduct of the games; +excluding
the purchase of gaming machine plays from the definition of gambling +for lost
money recovery or gambling debt purposes and from the definition of +bets for
gambling crimes purposes; providing for deposit of revenue from the +machines,
establishing a gaming facility proceeds fund and apportioning the +fund to the
departments of education, human services and employment and economic development
(DEED) and the housing finance agency (HFA) for certain +American Indian
programs and for the compulsive gambling treatment program, to+ the city and
county of facility location and to the general fund; making +conforming
amendments to certain other gambling provisions (je)
