Requiring the commissioner of human services to contract with the U special kids
program to provide care coordination for medical assistance (MA) enrollees who
are children with high cost mental health conditions and behavioral problems and
to perform certain duties; specifying certain referral requirements; providing
for a qualifying level for medical and mental health expenses; specifying
certain case management duties of the U special kids program and providing for
reimbursement; authorizing the program to contract for statewide availability of
care coordination services; specifying certain monitoring and evaluation
requirements by the commissioner; requiring report to the legislature by a
certain date; appropriating money to the commissioner
